Farcet Parish Council

Full Council Meeting 10th August 2010

Minutes

           

                 Present: Cllrs Blackford,  Davies, Day,  Hyland, G Barker, S Barker, Moore, Palmer and 

                                the Clerk Mrs Rickman                                                                                                                                                       

1.

To receive and approve apologies:  Cllr Watkins – on holiday.
Cllr
Butler – working, Cllr  Dennison - working

 

2.

 

Declaration of interest in items on the agenda:

Cllr Blackford declared a personal interest in item 11as her husband
is a payee

 

3.

 

Public Forum – No public were present.

4.

It was proposed by Cllr Palmer, seconded by Cllr Hyland and
carried that the minutes of the meeting on 13th July are approved.

 

5.

 

Matters arising from minutes of 13th July – O&H say the council
is responsible for the hedge surrounding the playing field.  HDC
say that the grass cutter was not responsible for damage to the
safety surface. The surface is uneven. Clerk and Cllr Blackford
are meeting HDC regarding the purchase of the land. 

 

6.

 

The quotation from Krystalkleen to clean the hall windows inside
and out for £125 plus VAT is accepted.

 

7.

 

It was proposed by Cllr S Barker, seconded by Cllr Blackford
and carried that the council’s Discrimination Policy is adopted.

 

8.

 

It was proposed by Cllr Day, seconded by Cllr Hyland and
carried that the council’s Bullying and Harassment Policy is adopted.

 

9.

 

It was proposed by Cllr Moore, seconded by Cllr Palmer
and carried that the council’s Equal Opportunities Policy is adopted.

 

10.

 

The daughter of a recently deceased resident of Farcet
requested to place a commemorative bench in the cemetery
so her father can site by the grave.

The council approved of the request.

 

11.

It was proposed by Cllr Day, seconded by Cllr Hyland
that the accounts are paid.

 

12.

It was proposed by Cllr Day, seconded by Cllr S Barker and

Financial Report:   The council have spent 47% of the budget
for 2010-11.

The Bank of Ireland balance is £33716.42. 
Saver account - £11371.85 and the
Community account - £2542.63.
The village hall account has £808.47 and the petty cash
balance is £29.66. total funds £45926.20

 

Cllr Blackford requested funding for the Parish plan
steering group. The council approved the spending
of approximately £40 on a leaflet to be delivered to

residents.

 

The clerk asked the Chairman to initial changes to
balances on the Annual return.

The newsletter was approved for printing after some
adjustments.

This item was brought forward as Cllr Blackford had
begun to talk about this in the previous minute.

There are 23 members of the Parish plan steering group
who are all enthusiastic. Want to send out an explanation
of the questionnaire and also the action plan of the
previous plan to residents showing all that has been
achieved by the council.

 

Resolution: It was proposed by Cllr Hyland, seconded
by Cllr Palmer and carried that Cllr Blackford prepare
and distribute the flyer.

Winter gritting. CCC offering to fill gritting bins if the
Parish Council buy them. The clerk was asked to find
out the cost of bins.

 

16.

 

The planning forum, attended by Cllr Hyland and the
Clerk was a presentation from HDC about the planning
process, updates and advice regarding the council’s
responses to planning consultations. Cllr Hyland
thought that any questions to the HDC panel were
not fully answered. Overall it was informative.

The Village Hall working party met on 29th July.
The clerk was voted as interim chair until more
people joined the group. New members will be advertised
for and will be invited onto the working party if they
have the right skills. Mr Spooner had contacted the
Chair requesting his return to the working party.
As he stated in the letter that he would not work with
the clerk, it was unanimous that he would not be
 invited to join the group.

The playing field. The clerk was asked to contact
SMP to insist that they put right the uneven and
damaged surface of the safety matting under the
equipment on
Haddon Way.  The letter is to ask SMP
to complete the work by the end of September and
if that is not done then the council will carry out the
work and deduct the cost from the outstanding balance.

The Police report was noted. A sharp increase in bike
thefts. This is reflected in other areas. The police have
arrested someone in Farcet for theft – not necessarily
connected to the bike thefts.

 

21.

 

Cllr Davies attended the Neighbourhood Forum.
Cllr Hyland is now on the Forum panel. Speedwatch
need volunteers.

Correspondence:  Enforcement – noted. Most have
                                                been closed.

                              Library -  Saving money but services to Farcet safe.
