Full Council Meeting 13th April 2010

Minutes

           

                 Present: Cllrs Blackford, Butler, Davies, Hill, Hyland, Gillam, Moore, Watkins and the  Clerk,
                               Mrs Rickman
                    

1.

Apologies: Cllr Killingworth

Declarations of interest: Cllr Blackford declared a personal interest in item 12 as her husband is a payee.

Public Forum – 15 minutes The meeting was suspended at 7.32 as one member of the public addressed the council about the chemist in Stanground.

The meeting resumed at 7.36.

 

4.

 

Approval of minutes of meeting held on 9th March.

 

Resolution It was proposed by Cllr Hill, seconded by Cllr Butler and carried that the minutes are approved.

 

5.

 

Matters arising from the meeting of 9th March

The street light has been ordered. The application for a grant to repair the hall floor has been refused. The lease to sign over the hall is now ready for signing.

The grant application from HDC has been refused however they have offered match funding for a small amount.

 

7.

 

Arrangements for Annual Meeting of the Parish.

A Council meeting will take place at 6.30pm prior to the Annual Meeting at 7pm. Food and drink will be organised by the Chairman.

The council approved of a leaflet to be printed and distributed to every house

Inviting residents to the Annual Meeting.

 

9.

 

Report from the Chairman of the meeting on 17th March with village groups.

The opinion of the council was split between whether or not the group representatives present at the meeting showed a need for land or a new hall.

 

Resolution: It was proposed by Cllr Davies, seconded by Cllr Butler and carried that the minutes are approved and are attached to these minutes.

Quotations for the cleaning of the village hall were opened. Three companies had bid: - Prestige Cleaning Services, Krystal Klene and Beebys.

 

Resolution: It was proposed by Cllr Watkins, seconded by Cllr Butler and carried that the contract for the year 2010 – 2011 is awarded to Krystal Klene.

The Development Plan from HDC was discussed. There is no land identified for large scale building in the village. Cross Street was highlighted.

The Council read a letter from the Chairman of the newly formed East of England Local Government Association.

Cemetery Database. The Clerk told the council that several companies

offer the software and tuition to create and manage a cemetery.

Cllrs Gillam and Hill offered to create an excel document to do the job by the next meeting.

Peterborough City Council proposed site allocations,

As the boundary of Peterborough abuts the village, there is interest in the proposed permanent gipsy site new the Debenhams warehouse.

A group of residents has been formed to challenge the decision.

It was proposed by Cllr Watkins, seconded by Cllr Hill and carried the accounts are paid. Cllr Blackford abstained as she had declared a personal interest.

The financial report was noted.

Bank balances: Bank of Ireland £33716.30

                         Community Account: £245.25

                         Saver Account: £6633.13

                         Petty Cash: £36.72

Resolution: It was proposed by Cllr Watkins, seconded by Cllr Blackford and carried that the Custodians of the village hall are changed from The Parish Council to the Headteacher of St Mary’s school, and two church wardens from St Mary’s church.

Reports:

There was no village hall meeting on 7th April.

 

Cllr Blackford – the Haddon Way play area: Frequency of bin emptying needs to be increased. The clerk was asked to write to Mr Blackford for a quote to carry out this extra work. The land sloping away from the disabled entrance needs smoothing. More keys to the bins are needed. Some of the safety mat is coming away.

 

Cllr ButlerNormans Cross Road Safety. Nothing to report

 

Cllr Watkins – will be attending the annual meeting of the Huntingdonshire Association at CPALC.

 

19.

Correspondence: The NHS notification was noted. As this was an item relating to the Anglian Regional Cooperative Society, Cllr Watkins declared a prejudicial interest. 

20.

Police report: 4 Crimes were reported.  Car set on fire in stables. Damage to rear door of a property, theft of wood and garden damage/broken shed window.
