Full Council Meeting 9th March 2010

Minutes

                             Present: Cllrs Blackford, Butler, Davies, Day, Hill and Hyland and

1.

Apologies: Cllr Killingworth – working, Cllr Watkins – on holiday,

Cllr Gillam – sick, Cllr Moore – sick, Cllr Quarizzo - working

2.

Declarations of interest: Cllr Blackford declared a personal interest in item 11 and 15 as her husband is a payee and a cemetery contractor.

Public Forum – 15 minutes No members of the public attended

 

4.

 

Approval of minutes of meeting held on 9th February.

 

Resolution It was proposed by Cllr Butler, seconded by Cllr Day and carried that the minutes are approved.

 

5.

 

Matters arising from the minutes of the meeting held on 9th February:

Parking at the school – The school have Park and Stride and also have had complaints from neighbouring properties.

Village Hall Deed – awaiting response from the Head teacher.

War memorial – still to do.

 

6.

Cambridgeshire Council Council’s review of speed limits on the B1095 and B1040 were noted by the council. As the survey illustrated that most traffic does not exceed 50mph, the reduction from 60 to 50 seemed appropriate.

 

7.

 

Missing street light in field terrace. The clerk was asked to contact BT/Open Reach to ask for a contribution towards its replacement. The quotation from Cambridgeshire CC is £1200 plus VAT.

 

8.

 

A grass cutting quotation has been received from HDC showing an increase on last year’s.  The clerk was asked to increase the charge to CCC by the same amount.

 

9.

 

Cambridgeshire and Peterborough Minerals and Waste Development plan was noted.

 

10.

 

The need for a cemetery database was discussed and the clerk was asked to obtain prices for software and explore the possibility of carrying out the work in-house using Excel.

 

11.

 

Cllr Blackford is starting up a Wildlife Trust group at the hall and asked the council if they could use the land at the back of the hall for a pond, seating area etc. The Council approved the request.

Standing Orders 2010 were presented to the Council for adoption.

 

Resolution It was proposed by Cllr Butler, seconded by Cllr Day and carried that the Standing Orders 2010 are adopted and supersede any other issue.

Report on the preparations of the community groups meeting on 17th March.

The Clerk reported a good response to invitations. All councillors are invited to attend. The working party will be attending.

Cllr Gillam was not present to talk through his request for planning training, however it was noted by those present that the Parish Council are only required to provide very basic local information and that Cllr Gillam would have had this subject covered on his Councillor training.

It was proposed by Cllr Butler, seconded by Cllr Hill and carried that the accounts are approved for payment.

 

 

The Council were also asked to approve a cheque to SMP for 5% less than that approved at the last meeting. The amount held back is to cover any snags and also subject to a satisfactory RoSPA check.

The Financial Report was noted.  Bank of Ireland    £64991.76

                                                     Current Account   £  2158.56

                                                     Saver Account      £  6631.91

                                                     Petty Cash            £      11.72

The Council have spent 107% of the budget. The VAT refund and income will offset the overspend.

 

17.

 

Reports:

Village Hall working party meeting. Cllrs Quarizzo and Gillam were not present. The clerk reported to the Council. If the working party paid the gas bill, it would become overdrawn. The Council agreed to a £400 loan repayable in four £100 monthly instalments. The bookings were stable but not improving. The Clerk expressed concern that not enough emphasis was placed on attracting new hirers.

 

Haddon Way play area. Cllr Blackford rolled out phase 2 showing plans of the equipment with prices. After discussion the Council approved quotation (A) at £32026.07 plus VAT. If the land in the village was bought earlier than planned, then this project could delayed.

To assist the Council, the Clerk was asked to request a £30k grant from HDC.

 

District Councillor Butler had nothing to report.

 

18.

 

Correspondence: 

A) HDC - Kerbside glass collections being rolled out over the next year which will mean that the recycling bins will not be necessary.

B)  Enforcement on Haddon Way – HDC have asked the Council to report any further activity on the site on Haddon Way.

 

19.

 

Police Report : There were 10 crimes reported. 4 Milk thefts, 1 property arson,  1 vehicle arson, 1 theft from bag, 3 vehicle damage.
