Full Council Meeting 9th February 2010

Minutes

                                      Present: Cllrs Blackford, Butler, Davies, Day, Gillam, Moore, and Watkins and

                                                      the Clerk, Mrs Rickman                                                                                                                                                          

                                                                                                                                             

                                                                                                                                                             

1.

Apologies: Cllr Hill – working

Declarations of interest: Cllr Blackford declared a personal interest in item 7 and 14 as her husband is a payee and a cemetery contractor. Cllr Butler declared a prejudicial interest in item 12 as he is a neighbour to the applicant.

Public Forum – 15 minutes. The meeting was suspended for 15 minutes to allow one resident and one local businessman to address the council. The meeting resumed at 7.46pm

 

4.

 

Approval of minutes of meeting held on 12th January.

 

Resolution It was proposed by Cllr Watkins, seconded by Cllr Gillam and carried that the minutes are approved.

 

5.

 

Matters arising from the minutes of the meeting held on 12th January.

The missing light on Field Terrace has been reported to BT, a letter has been sent to Peterborough CC regarding the proposed closure of the A15, and the clerk now has a list of names to cross reference so the war memorial can be renovated.

Parish Plan  Cllrs Butler and Blackford will be the council representatives on the working party. The clerk was asked to provide them with a copy of the previous questionnaire.

 

Resolution It was proposed by Cllr Blackford, seconded by Cllr Watkins and carried that an updated community consultation is launched to create a new Parish Plan.

Cemetery maintenance: This item is no longer needed to be discussed.

Traffic Management – St Mary’s Street.  Problems with parents parking on the bend outside the school and blocking visibility to those crossing. Also some children are let out of their cars into the road.

The clerk was asked to contact Mrs Branch to see if she is currently working on the problem and also to ask if she thinks photographs of the problem would be necessary. Contact the police to report the problem and see if they can support the addition of double yellow lines.

Quality Status: The council read a précis of the benefits and criteria of applying for quality status. The council agreed to go ahead and apply as most of the criteria have now been achieved.

The Newsletter was approved for printing and delivery.

War memorial: No one offered to attend a course.

 

12.

 

Planning – 1000104FUL  - Land SW of Cosa Mia  - Change of use.

The council did not return a decision.

Enforcement cases in the village. The council noted that there are 11 planning enforcement cases.

It was proposed by Cllr Butler, seconded by Cllr Quarizzo and carried that the accounts are approved for payment.

 

 

15.

 

Financial report and bank balances. Bank of Ireland: £64991.76

Saver account: £9131.91 community account: £1979.60 and £11.72 in the petty cash.

 

16.

 

HDC have offered Parish Councils bank base interest rate on monies invested with them. The council decided to defer this matter until May when the precept is received.

 

17.

 

Village hall report: Cllr Gillam reported that the deed and the lease had not been signed.

 

18.

 

Feedback on Haddon Way playing field. Cllr Blackford. It was proposed by Cllr Blackford, seconded by Cllr Day and carried that, as phase one is complete, phase two is implemented.

The clerk was asked by the council that a request for support from HDC for phase two is sent.

Cllr Blackford will speak with Richard Allison from SMP regarding the snags on phase one prior to the cheque being sent.

Correspondence: All correspondence was noted.

20.

Report on land purchase meeting on 4th February.  The council approved the recommendations of the working party that a meeting is arranged on 17th March to which working party will invite interested groups and organisations.

The Community Plan will be launched at the Annual Meeting of the parish in April. Cllrs Blackford and Butler offered to be the two councillors on the Community Plan working party.

Report on Community Forum January 20th. Cllr Davies fed back. The attendance was good with positive feedback. The Police took away three priorities for the next three months. The next meeting is on April 19th at Fourfields School, Yaxley.

Cllr Butler: Road Safety meeting: The short slip roads off the A1M at Stamford are still being discussed.

Within the next year, residents will be able to put glass in their bins. A firm in Peterborough will be able to sort it for HDC.

 

Cllr Watkins: County Liaison meeting: County council tax capping. Local Transport Plan. Rural Strategy and Parish Council Charter.

Standards Board: If a Councillor speaks at a Development Control Panel meeting, they do so under instruction of their council. A councillor did not follow this rule. He apologised.

Police Report: There were eight crimes. 6 against property, 2 vehicle crimes.
