 Minutes of meeting held on 12th January 2010

1. Apologies: Cllr Quarizzo - sick

2. Declarations of interest: Cllr Blackford declared a personal interest in item
8 as her husband is a payee. Cllr Gillam declared a prejudicial interest in item
7b as he is a neighbour to the applicant with an interest in additional land.

 3. Public Forum – 15 minutes.

There were no public present.

4. The approval of the minutes of the meeting held on 8th December 2009.

 

Resolution: It was proposed by Cllr Butler, seconded by Cllr Watkins and carried
that the minutes are approved.

5. Matters Arising from the meeting of the 8th December.

The hall working party will not be meeting until 27th January.

The Clerk has booked onto three courses – H&S, Finance and Cemetery.

 

6. War memorial. Cllr Watkins informed the Council that the memorial in
 the cemetery is in need of work on the name plaques. Also that the names
on the plaque do not correspond with the names on the records at the Church.

 

Resolution:  It was proposed by Cllr Gillam, seconded by Cllr Watkins and
carried that the Clerk will obtain quotes for the work to be carried out. The
Clerk informed the council that £35 per year is received from the War
Memorials Trust for the upkeep of the memorial.

 

7. Planning:

a) Great Haddon – outline planning for up to 5350 dwellings, schools, retail etc.

Cllr Butler spent time outlining the plans and the problems that could arise from
 closing the A15 to traffic other than buses.

 

Resolution: It was proposed by Cllr Gillam, seconded by Cllr Watkins and
carried that the Clerk write to Peterborough City Council voicing the concerns
of the Council regarding the A15 closure.

 

b) 0901537FUL – 1A Manor Close – change of use and retention of fence.

Cllr Gillam spoke about the application then left the room as he had declared
a prejudicial interest.

                         The application was approved 4 votes to 3. The use as a garden and the retention
                         of the fence would inflict no demonstrable harm on the visual impact of the area

Resolution: It was proposed by Cllr Butler, seconded by Cllr Gillam and carried that the
accounts are paid.

 

9. Financial Report and bank statements.

Bank Account balances: Community Account - £ 2797.70

                                        Premium                    £12044.68

                                        Bank of Ireland          £64991.71

                                        Petty Cash                 £     58.11

 

The Council have spent 76% of the annual budget. The categories on the budget
do not match those on the financial report as the report is a less detailed record
of expenditure. The Chairman checked the original bank statements against the
 bank reconciliations.

 

10.  Street Lighting.  To create a policy of street lighting replacement.  This
follows the removal by Open Reach of light 14 on Field Terrace.

The Clerk was asked to contact Open Reach to ask for them to reinstall or replace
the light fitting.

 

Resolution:  It was proposed by Cllr Blackford, seconded by Cllr Killingworth and
carried that when a light is damaged or needs replacing, the Council will repair or
replace. Once a fitting is replaced, Cambridgeshire CC will be asked to take over
the responsibility.

 

11. Village Hall:  Meeting postponed until the 27th. The Custodian Trustees are
to be a named post eg: Vicar, District Cllr, rather than a named individual. The Clerk
was asked to contact three people to enquire if this role can be added to their post.

 

The Deed states that the Hall Committee will be responsible for the maintenance of
the fixtures and fittings and the Council for the building and land.

The Council will prepare a list of exactly what maintenance they are responsible for.

 

  12. Playing Field Update: Cllr Blackford informed the Council that work will be
starting on Thursday 14th and is expected to take a week.

                            There will be an official opening. 

13.

Report from Cllr Davies following the meeting of the Neighbourhood Forum.

The meeting was to inform local councils about the new Forum members and how
the Forum was going to work. The first public meeting is being held in Sawtry on 20th January.

 

14.  Report of land working party held on 7th January.

Cllr Davies reported that a plan has been devised to move the consultation
process forward.  Initially, a meeting of all agencies and interested parties
will be held to find out how the lad could be used. A public consultation could
be initiated at the Annual Parish Meeting in April.

Since it has been five years since the Parish Plan was completed, the Council
will investigate repeating the exercise. The Clerk was asked to get more
information from
ACRE.

The next meeting will be held on 4th February.

 15. The Police Report was circulated. There was only one crime reported
in December which was a break in to a car.

16. Reports from representatives on outside bodies.

Cllr Watkins reported that he will be attending the County Liaison
 Meeting on Thursday 14th

17. Planning Update  - The new decisions by HDC were noted.
