Dawn Moore and Barry Hyland both signed the Declaration of Acceptance of Office and were welcomed to the council. They were both given a pack containing governance documents and contact lists.

Declaration of interest. Cllr Blackford declared a personal and prejudicial interest in item 18 as her husband is a payee. Cllr Butler declared a personal interest in item 15 as he is a neighbouring farmer
|

Public Forum: The meeting was suspended at 7.35pm as there was a representative of one of the planning applicants on item 14 wishing to address the council. The meeting resumed at 7.43pm
|

It was proposed by Cllr Quarizzo, seconded by Cllr Butler and carried that the minutes from the meeting held on 13th October are approved.

Matters arising from minutes of the 13th October meeting.
1) The deed and lease to enable the council to put the running of the hall into the hands of a management committee have been sent to ACRE for checking in readiness for signing in January 2010.
2) The lease for the playing field was checked and approved by a solicitor prior to it being sent to the solicitors of O&H Hampton.
3) Cllr Blackford reported that there are many rabbits at the cemetery and Cllr Butler confirmed his offer to get someone to alleviate the problem.

It was proposed by Cllr Gillam, seconded by Cllr Quarizzo and carried that the minutes of the meeting held on 22nd October are adopted.

It was proposed by Cllr Blackford, seconded by Cllr Watkins and carried that the newsletter is printed and distributed.

On Thursday 22nd October a Councillor walked through the karate class with escort from a CRB checked person. The karate club instructor has made a complaint.
The Clerk explained that if a Councillor has to be in a room where minors or vulnerable people are present, they must stand at the door and wait for an escort. It is highly unlikely and not recommended to disturb a class whilst in progress and therefore this matter should not occur again. All the Council requested that they are CRB checked. The Clerk advised that they should visit the web site of the company the Council are signed up to so they can see who should be checked www.ddc.uk.net For occasional on-off visits, it would not be necessary. The Clerk and the Vice Chair are both CRB checked. These CRB disclosures are valid for use in the hall whilst carrying out council business.

Report from Village hall Steering Group.
Cllr Gillam thanked the council for paying the insurance on the hall. Cllr
Quarizzo reported that he has applied for a PRS licence.
The Brightfields Centre at the primary school have booked the hall for regular
training events and a crèche.
A dance class has booked the hall fortnightly to hold an afternoon tea dance commencing in January.
The profit from the market held on 7th November was approximately £100.
Cllr Quarizzo is to deliver the takings to the Clerk.
The rent increase in January has not attracted any adverse comments.
Cllr Butler complimented the steering group on its success in such a short time.

Village Hall Finance
The balance at 10th November is £285.71. The Clerk had not received the bank statement so reconciliation has not been carried out.

It was proposed by Cllr Watkins, seconded by Cllr Blackford and carried that the village hall accounts are paid.

Playing Field
The Clerk sent the order to SMP and they have confirmed receipt. Delivery should be about 6 – 8 weeks.

The Council have the offer to purchase some land for recreational use and need a working party to take the consultation process forward.
Cllr Davies, Watkins, Blackford and Hyland volunteered and it was suggested that Cllr Day could be invited to join the working party.
It was recommended by the Clerk that the party begin with inviting all village community groups to the consultation. ACRE would also be invited.

Approval – Cllr Watkins proposed, Cllr Gillam seconded and the
decision was carried.
0901285FUL – Land SW of COSA Mia – retention of dwelling –
The decision went to a vote. Cllr Watkins requested that the member’s votes are recorded. Cllr Butler abstained, Cllrs Blackford and Watkins voted against and Cllrs Davies, Gillam, Quarizzo, Hyland and Moore voted in favour. Recommend Approval.

New Disabled Parking place on Broadway. This will come into use on 23rd November.

Traffic Control on Main Street. The Clerk has received a letter from Cambridgeshire Highways informing the council that they will consider some form of speed control at the bottom of Main Street.

Enforcement list. The contents of the list were read by the council.
