The meeting was suspended at 7.35pm for a member of public to speak about the planning application to be discussed under item 3.

The meeting resumed at 7.42pm.

Resolution

It was proposed by Cllr Blackford, seconded by Cllr Hyland and carried that the council recommend approval as the visual impact on the street scene would be minimal and the plans would bring the building back into use.

Moore Stephens, the external auditor, has sent a Statement of Facts to the council to determine under what terms the hall has been run since its purchase which will determine how the income and expenditure will be accounted for. All the items had been extracted from council documents. The council were asked to comment on the Statement.

 

There were two queries:

Did Mr Spooner have a continuous Chairmanship since May 1990?

Mr Spooner told Cllr Davies in August 2008 and not May 2008 that the hall lease had not been signed. Once the queries were answered, the clerk was asked to reply to Moore Stephens.

Environmental Improvement Scheme – The Council agreed that 2 applications are to be submitted. One for the replacement of the hall kitchen and the second for the refurbishment of the hall floor.

Precept and Budget for the year 2010 – 11

The council worked through the budget document, predicting the income and expenditure for the council year April 2010 – March 2011.

The final amount was £33,510. The council will take £3510 out of it’s reserve funds, leaving the amount of £30,000 as the requested precept.

 

The final document will be prepared and circulated at the next meeting on 8th December for approval and will be available on the web site and also as an available document under the Freedom of Information Act.
