Declaration of interest. Cllr Blackford declared a personal and prejudicial interest in item 13 and 15 as her husband is a payee and cemetery contractor. Cllr Watkins declared a prejudicial interest in item 22 as he is a Director of Anglia Regional Cooperative Society.

Public Forum: The meeting was suspended at 7.32 as there were two members of the public present who introduced themselves and declared an
Interest in the vacancies for Parish Councillor. The meeting resumed at 7.35.

Selection from five applicants to fill two casual vacancies.
After discussions, a ballot was taken. There were two applicants with 6 votes each, two with 2 votes each and one with no votes. The council unanimously agreed to offer the posts to the two applicants with 6 votes each.

It was proposed by Cllr Hill, seconded by Cllr Gillam and carried that the minutes from the meeting held on 8th September are approved.

|
Matters Arising from the meeting held on 8th September.
Rabbits in cemetery. The clerk had researched other cemeteries and those with rabbits have taken no action. Rabbit fencing surrounding the cemetery would be prohibitively expensive. Cllr Butler offered to make enquiries regarding the problem. He would inform the council at the November meeting
Yaxley Eli Nightingale charity has been closed by the Charity Commission and therefore there will be no purpose in writing to Yaxley Parish Council. A Farcet Eli Nightingale meeting will be held at 7pm on November 10th prior to the main meeting of the council.
The Clerk has not heard from highways regarding the council’s suggestion of speed cushions either side of the bridge. This item to be carried over to the November meeting.
The three glass recycling bins at the hall with be relocated to the Black Swan car park during the week commencing 19th October.

Appointment for a working party to manage the purchase and development of land in the village. This item to be carried to the November meeting.

Village Hall
The sale on 3rd October raised £122.50 for the village hall. This included a generous donation from Amy Stubbs of £32.40
All stall holders were happy with the event and it was well attended by the public.
Cllr Quarizzo, the hall representative, asked the council if they would assist the hall by paying for the insurance. It was proposed by Cllr Watkins, seconded by Cllr Gillam and carried that the council pay for one year’s insurance on the contents and other items for the hall.
Cllr Quarizzo is getting quotes to build new cupboards for the users of the hall.
The Clerk is working on the lease and the deed.

The Finance is improving. Rent increase letters have been sent out to all the existing hall users. The current funds are £507.96
|

It was proposed by Cllr Hill, seconded by Cllr Quarizzo and carried that the village hall accounts are paid.

Playing Field
Cllr Blackford has negotiated a discount of £772.45 for the teenage play equipment bringing the total to £28017.55 plus VAT. The quote from SMP is good for 60 days.
A sign prohibiting access to dogs should be installed at the new entrance.
Basket ball post needs a new back board and ring.

Cllr Watkins felt that he is not suitably qualified to approve the wording and meaning of the lease on behalf of the council. He suggested that the lease is sent to the district solicitor’s office. Cllr Blackford suggested an alternative solicitor. Cllr Watkins will return the lease to the Clerk on 14th October.
It was suggested that providing there is a written approval of the lease from a solicitor, that Cllrs Blackford and Day will sign the lease.

Cllr Blackford was asked to obtain a quote for the trimming of hedges at the playing field. It was agreed by the council that providing the work is below £250, the clerk can approve the quote and tell Mr Blackford to commence work. Cllr Blackford explained work to be done then left the room

A letter from a resident of Spring Drive was read out at the meeting by the Chairman. Their concerns were security, vandalism, lighting and policing. A reply to address these concerns will be sent.

It was proposed by Cllr Quarizzo, seconded by Cllr Day and carried that the accounts are paid. Cllr Blackford abstained.

The budget report was presented. The council have spent 63.1% of the 2009/10 budget.

The budget meeting will be on Thursday 26th November at 7pm. The Clerk will prepare an Excel document to be circulated prior to the meeting. A projected live image of the document will be used at the meeting to aid the councillors.

18.
|
Letter from Victim Support for financial support. It was proposed by Cllr Watkins, seconded by Cllr Hill and carried that an S137 donation of £25 is paid.
|

19.
|
Correspondence:
Luminus Newsletter, ACRE impact report, invitation to healthy eating training all noted.
|
|
20.
|
The Police Report was read by the council.
3 damage to cars, theft of roof lead, 3 thefts of fuel, bag stolen, damage to wall,
1 attempted entry to premises, 1 vehicle body taken, 1 broken window, 1 stolen wallet.

Reports from Representatives on outside bodies:
Cllr Butler attended the Normans Cross Road Safety meeting. Length of slip roads at new Stamford interchange is ongoing.
Cllr Watkins had attended Standards Board meeting. Contents of the meeting are private. High number of councillors not declaring an interest at meetings.

Two applications for memorials were read out by the Chairman. The council approved of both. Cllr Watkins left the room.
